you can create 2 output type, eg.
a. NEU --> for create
b. CHG --> for change
In Fine-Tune, set NEU for operation 1 (Create) ONLY, and CHG for operation 2 (Change) only.
Then create condition record that for NEU it will be 4 - send immediately, while for CHG it will be 3.
