I recreated this scenario in my test system and I could get the percentage error for limit items.
Try to set a breakpoint in include LBBP_PDACCF14 - form CHECK_PERCENTAGE_DISTRIBUTION and see what is the value of variable sum_perc and why message BBP_PD 003 is not triggered.
